Tropical Depression Basyang has just entered the Philippine Area of Responsibility (PAR), as far weather bureau report is concerned, dated Jan. 30 (Thurs).


Some areas, mostly hit by typhoon Haiyan and tropical depression Agaton were put to Signal No.1, as listed below:

1. Southern part of Leyte
2. Southern Leyte
3. Bohol
4. Surigao del Norte including Siargao Is.
5. Surigao del Sur
6. Northern part of Agusan del Sur
7. Agusan del Norte
8. Camiguin Island
9. Dinagat Province
10. Misamis Oriental

Forecast says, Basyang will 303 km northeast of Hinatuan by Friday evening. It will be 325 km east northeast of Puerto Princesa City by Saturday evening.

Basyang will be out of the PAR by Sunday evening.

PAGASA recorded Metro Manila's coldest morning on Jan. 18 (Sat) at 17.5 degrees Celsius. The reading registered at around 2 a.m.at the Science Garden Station in Quezon City.


Then on Sunday, the chill went further as the temperature became 20.0 degrees Celsius.

If you are experiencing cold sweeps of the wind tonight, it could be the same weather phenomenon felt in the weekends.

According to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the temperature is expected to continue to drop until the first week of February.

The floods and landslides brought by tropical storm 'Agaton' claimed 34 lives in Mindanao, said National Risk Reduction and Management Council (NDRRMC) on Friday.


Initial statistics show, about 467 villages in 72 towns in 14 provinces in Mindanao were affected by 'Agaton'. The numbers translate to at least 97,153 families or 463,527 people.

According to the country's weather bureau PAGASA, 'Agaton' will be hitting east of Hinatuan on Saturday morning. It will be at the northeast of Davao City  on Sunday.

Earlier, several areas in Mindanao were declared under Signal No.1 - Siargao Island, Surigao del Sur, Dinagat Province, Agusan del Norte, Agusan del Sur, Davao Oriental and Compostella Valley.

Meanwhile, PAGASA issued a ranifall warning this afternoon at around 4:00 PM, as listed below:

Light to moderate to occasionally heavy ‎rains‬ over portions of ‪‎Dinagat Island‬, ‎SiargaoIsland‬, ‪Surigao del Norte‬, Surigao del Sur‬, ‪‎Davao Oriental‬, ‪‎Agusan del Norte‬ & Agusan del Sur‬ 

Light to moderate rains over Misamis Oriental‬, ‪Camiguin‬, ‪Bukidnon‬, ‪Compostela Valley‬, ‎Lanao del Norte‬, ‪Lanao del Sur‬, ‪North Cotabato‬ & nearby areas

There will be possible flooding in the low-lying areas.

Shipping activities, as well as passenger flights were cancelled in 'Agaton' affected areas.

Here goes the official statements of Ted Failon and PWEA (Philippine Weathermen Employees Association) over misunderstanding of the former's comment, which sent the idea that PAGASA weathermen did not seem to have fully understood the meaning of a storm surge.
Here's what PWEA has to say:

The PWEA honestly respects the opinion of Mr. Ted Failon aired early this morning that most PAGASA people are not aware of what a storm surge is. According to Mr. Failon, this is because one PAGASA personnel died as a victim of a storm surge herself

However, we are deeply saddened by this comment. Please allow us to inform our kababayans that our colleague suffered the onslaught of Yolanda because she was on duty at the weather station. It is the general rule in PAGASA that personnel on duty should not leave or abandon their posts at all cost if a locality is under threat from a tropical cyclone. Our lady colleague died not in the comfort of her own home but rather died while in the service of our country.

To which, the Radio dzMM anchor cleared what he said:

Ang aking sinabi, ultimo taga-PAGASA ay na-biktima ng storm surge sa kasagsagan ng Yolanda. Sa aking pananaw nung aking tinatalakay ang isyu na ito, is that ultimo ang taga-PAGASA hindi po alam kung gano kalaki ang panganib na paparating na hatid ng super typhoon na ito… Bagamat siyempre ating ginagalang din ang katapatan sa tungkulin ng mga taga-PAGASA na hindi inaabandona ang kanilang mga post

Kung saka-sakali po na hindi ho sa tamang konteksto ang pagtanggap ng iba sa mga miyembro niyo o ibang kababayan natin sa aking naging pahayag, ako ay humihingi ng paumanhin. Kasi naiintindihan ko na maraming tao rin ang sensitive sa mga issues ngayon at talagang kailangan ng pag-iingat sa ating mga binabanggit kaya ngayon pa lang akin na pong nililiwanag na ang konteksto ng aking pahayag kahapon, ay no offense lalo na sa pamilya ng namatayan

So after all, those are just misunderstanding and misinterpretation. Sometimes, words spread like a plague; It's good clarifications and apologies, as needed, are there to rectify things or at least, calm things down a little bit.

#YolandaPH: No Class or Class suspension has been declared for the provinces and cities in the Philippines that are projected to be affected by the incoming super typhoon 'YOLANDA'
Typhoon Yolanda, code named Haiyan is expected to arrive on the midnight of Wednesday, as per country's weather bureau PAGASA's latest report.

The following areas / provinces or cities are affected by the declared suspension of classes in all levels, for Thursday and Friday, November 7 and 8 respectively.

Weather bureau PAGASA declared at least 13 areas in Luzon under storm signal as tropical storm "Vinta" intensifies on Wednesday morning.
Latest data says Vinta is at 700 kilometers east of Casiguran, Aurora. It packs maximum winds of 75 KPH near the center, while gustiness is about 22 KPH.

PAGASA listed the following areas under signal No.1, as of 11:00AM report:

2. Calayan Group of Islands
3. Babuyan Group of Islands
4. Apayao
5. Kalinga
6. Mt. Province
7. Benguet
8. Ifugao
9. Isabela
10. Aurora
11. Nueva Vizcaya
12. Quirino

Fishermen and those planning to carry out voyages this week should take heed this warning brought about by storm Vinta. PAGASA says there could be flash floods and landslides. Within 500km radius of the storm, there could be moderate to heavy rainfall.
